James Owen Weatherall just published a book on predicting the unpredictable Wall Street.
He recommends that instead of taking decisions as if the market was yesterday's market, society has to spend at least as much money to understand the financial world, as it has spent now for Homeland Security. The damage to the US has been worse from the 2008 financial collapse, than it was from the 9/11 attack in NYC.
This sounds right to me.
